Given that we have "only" spent $4 million on Malawi so far, give or take a bit, and given our current experiences with sovereign risk in Malaysia, I would suggest that Lynas forget all about Malawi and just write it off to experience.
Paladin operate very successfully in Malawi, but they have been there a long time. Malawi recently did a major devaluation of its currency too, which affects the pay rates of local labour.
Let's just deal with one problem at a time....
