As I understand it only 30 million required for capital costs. Debt/equity ratio of 50:50 only requires 15 million to be raised to initiate production. That is relatively small and will not result in a massive share dilution, i.e we will not have 1 billion shares by the end of it. Hopefully any CR is $ 0.3 plus? Maybe a big ask to get that?
