TNC's history speaks for itself. They didn't/haven't done anything useful with the last lot of leases they acquired so why should this be any different.
Seems to me they've just pulled this rabbit out of a hat because gold is the flavour of the month.
Make sure you look for the exit rather than believing this is the 'next big thing' is my advice.
Check back on their history with gold leases in Cambodia. What have they achieved so far?
