PA, I think you'll find operatorship is already with Shell (pending DOE approval), and they have delegated the expl drill to NDO...Shell may have other things on their plate at the time...they may put a Shell rep on the rig (overseer - additional Co. man)...if Shell don't come up with their own drill plan for it, they'll certainly vet NDO's...this situation is not all that uncommon.
Does anybody remember the accolades bestowed by HC posters on NDO's operatorship of the Y and T expl drills in 2008, in contrast at the time to the stuff ups they perceived at Galoc by the GPC?
Some of those accolade posters are now posting the exact opposite!
