The feasibility study is first - "if we find something, is it feasible to produce from it" - then with a positive feasibility study the company can justify the pursuit of the objective."

The problem with this argument. forgive me for saying so, is that the "pursuit of the objective" has been going on for sometime. A pity that management has no followed your logic!
