No it is not commercial at these flow rates. The announcement clearly indicates that in order for this well to be commercial, they will need additional flows from higher levels.

These higher levels remain untested at this time and to rely on flopping over the line with a bare minimum flow rate that has to be achieved from multiple zones, is high risk at best and maybe misleading at worst. These guys are not trustworthy and you would do better to look for a company with decent management.
