This caught my eye too. I think there may be something to the concept that they will assist financially to the commissioning of the plant.
I do not see any other reason for it to be mentioned otherwise. This would alleviate the need for any other capital raisings I assume.
Lets just fast forward to the point where we flip the switch on!
