they haven't got it till it's announced, you can never take anything for granted in this game
no it's not factored in, the market wants to see it announced and no amount of good results matter till it is done
look it is not a bull market, but certainly not a bear either, and I expect over the next 2-3 years the market will be up, not in a straight line though.
So stocks that get results will be o.k., but may need time,
