Everyone was expecting boards approved agreements by now.
Anyway, as for financing, I think all the banks in the world would finance such a lucrative project. I am not sure you understand if this kind of project carries big profit margins and energy sector investments are still the most desired by banks all around the world due to its future prospects, growing population, energy needs and tighter supply etc.
Sit tight and go back to meditate.
