on what grounds would cougar be prosecuted?...mgt should seek legal advice...either CXY's activities in kingaroy have polluted the groundwater or they haven't...
if they have a case, tell the govt. "see you in court" and bill them for all costs when cougar win..
newcrest has done just that in nsw...
