I think it's very clear they WANT to prosecute Cougar. I doubt it will actually happen simply because I can't see what they could possibly successfully prosecute Cougar for. Finding drinkable water in an industrial site?

It's just vote-chasing at its most base. When you're in a room of voters who want Cougar's blood, you promise them blood.

It's certainly not looking good for Cougar though, even if they don't get prosecuted. They will use this "strategic cropping land" loophole to ban UCG from the Kingaroy region.
