Apart from noting the deadline was August 1st (I thought previously indicated Jun30th), the rest of the update appears to appraise holders of the current status of events - the only main deviation being the belief by SSC that the tender has a reasonable probability of success.

So from my end a welcome announcement since tells me exactly where we are without speculation, and publicy displays the postive sentiment from the company itself.
Any market update providing information regarding the exact current status (dispelling with future wishes, hopes and potentials) is a good thing in my books and goes a reasonable way to replacing suspicion with confidence in the company's stewardship.
