It means a delay in the closing of the offer period.
"Dingyi agrees to keep the offer open until the latter of 24 November 2013 and 21 days after the meeting of Dingyi shareholders"
which means a delay in getting funds. Assuming the deal gets across the line it will now be a minimum of 2 months before you get your cash.
