To be fair $100k is not material considering the losses GGP have racked up and as they say considering the money was held in escrow and considering the production level. So I'm sure they will get away with it.

But, why even bother announcing it? And if you knew on the 9th (or 18th) then why did you need a TH to announce it. Why not just draft and release the annoucement.

At least they did clear up that the 1.5% is ongoing and not just a one off payment/settlement.
