You are right to be sceptical, but maybe, just maybe they've taken a step in the right direction.
6mths DueD - time for us to sus them out (Chinese gov entity) - time for them to look at ALL the data & process (so much for the 5yr non-disclosure, but of course you're going to drop the drawers and permit an inspection if dealings are judged to be serious) - 6mths to develop a 'relationship' with this chinese co (which is something not to be underestimated as deals have been walked away from just because due protocol has not been observed); which I think is part of the reason for exclusivity, or does this smack of desperation, or a bit of both? WRT this point 6mths is not long, after which we'll pretty much know if the project is dead or not.
Wrt your point that this seems to have come about quite quickly - the pressure to secure long term supply of materials might just be speeding things along wrt chinese deals; PNN comes to mind. But then again, JRV have been trying to get the message out for quite a while.
Sure, be sceptical, but it wont hurt to keep JRV on the radar.
