It's called 'hype' DONEIT. Plenty of stocks do it and these guys are especially good at doing it without actually producing real results.
Pulling the wool over shareholders eyes whilst pulling in new suckers and lining their own pockets in the mean time.
We all hope for a change but don't get too excited each time an announcement is released that's market sensitive. It hasn't proved much in the past and only time will tell if all their plans come to fruition.
