I think you are getting a bit waylaid here. This has nothing to do with the original farm out conditions, it is to do with a JVP of a LNG plant. Of course CUE are not party to any negotiations between MEO and the PF because it does not involve them.
As for it clearly being MEOs making I can't find anything that indicates that.
CUE cant retain their 15% status quo all down the line. They will need to pay $$$ upfront to get the LNG plant built, then they can keep their 15% output OR relinquish part of their 15% output as payment.
Sounds like CUE wants something for nothing down the track.
