    The PNG deal has probably been cancelled by now in any practical sense, but, still not in a technical legal way. I doubt the PNG deal was just a scam by MST staff. Before I believe it was nothing but a scam, I'm inclined to think it was a failure of a political faction in the PNG govt to slow down illegal arms trading to rebel groups in png.
