Firstly, yes, I saw bullion bars being purchased by a bullion dealer two weeks ago and no, they did not perform any tests upon them.
Secondly, pure tungsten is as soft as gold.
Thirdly, there are some sophisticated resistance measuring devices available which can test bars but bear in mind that even a gold plated tungsten bar has incredibly low resistance. I don't know how much these devices cost.
Fourthly, genuine gold plated tungsten coins are readily available:

I was going to buy one to find out what the difference is until I realised it was a tungsten alloy which will definitely not sound the same as a pure tungsten one - plus the fact that I don't trust them with my credit card details!
