You can say it is managements fault and to some degree i concur, but at the end of the day these employers need projects to send their employees to. if no one is planning on undertaking new projects then these employers have no where to send their employees.
perhaps it is just coincidence that opportunities are drying up the closer we get to July 1 - Carbon tax day!!
