Perhaps you are right, that the ore isn't coming from Madaouela. BLR reported in 2013 that the Madaouela ore grade is 0.14%, which I think would trigger the requirement for a Colorado radioactive (source) material license if more than 15 pounds of ore is imported at any one time. Included in Colorado regulations defining source material is uranium ore that contains 0.05% or more of uranium.
