Except that as a matter of course Operators will request confidentiality of completions and test results when they have reasonable course to do so (e.g. in the Bakken, ND has a confidential well listing). Varies by State.
Texas has rules that Operators must follow (its not optional). Have to have a legitimate reason and there are many such as competitive land leasing or even that this is a new completion technique frac/design being tested (think of it like a patent - operator doesn't want to give away any secrets until they achieve what they want). Certainly might want to keep well logs confidential for some time.
A non legitimate reason such as wanting to frustrate shareholders of junior partner does not fly very far.
I think its just Halcon going about their business. Do we know exactly what/who is adjacent to Birch acres (other than more land).
