For once I agree with you MOJO. This may have been orchestrated to deliberately vote the issue down as management have some type of offer in the wings that is better, or seems better, plus I know that some smiling Chinese who are always saying yes yes yes to all sorts of questions can sometimes vote no when you were counting on their vote/option take up/cap buy in etc.
