I think the main argument against that is that if there is a substantial slowdown then the money to clean up waterways might dry up. In very tough times I see this as more a discretionary spend by government that could be delayed pending better days.
I am still very bullish on the stock but think it always assists to take a pragmatic attitude to any enterprise. Today's drop was nothing like the one a couple of weeks back (where it bottomed out at $1.035 intra day).
