The 1 billion contract with Germany would imply EOS is needing to produce over 100 systems. If this was a last minute surprise, they may need to spend additional money to secure the ability to produce this at short notice. The way I'm reading the day is they may get a 80-100mil contract but may need 40mil to help make it happen in the timeframe required.
I assume any lenders would need a good reason why they're requesting this extra 40, and EOS may not be able to say anything without doing an announcement first.
