another CR possibility?

Just curious as most of our infrastructure project would cost billions of dollars. And even we could finance the majority by partnership but honestly our cash reserve still need to expand but we do not have any cash inflow until ~2019. And notice the management has the bad habit to postpone guidelines. We could not expect much from them.
There are already a few calculations in previous discussions in this forum, saying we at least need another ~200m cash to really start our project. But we have only 140m cash left. SO another CR? all IMO
