I'd better check my calendar then. The reality is the review process was always going to take longer than originally thought as they didn't have the budget or experience to have completed the entire process quickly. Senior DRC officials are fully aware of the implications of their actions will have, and the review decisions will determine whether they can again become a significant Cu/Co exporter. The real issue I think you may be trying to allude to is in what form it will take. Personally I don't expect the worst from the review process because it would be a disaster for the people of the DRC.
