I wouldn't be surprised now if Ichor don't bother with the 16c offer and jump it up to 23c and that's why they've pushed their timetable back to 'on or around 29/9'. Probably waiting to see what the new offer is they'll be competing with. Why waste everyone's time, including their own, with a 16c offer. 23c won't get the top 20 either IMHO.
