Like almost everything it goes back to the parents.

Unfortunately they normally both work so you've had 2 generations of kids growing up in daycare or with disinterested/tired parents who just put on the wiggles or give the kids a tablet and ignore them.

Decent parents instill decent values in their children and teach them what is right and wrong, and almost all come through ok into adulthood.

The ones who are neglected or come from broken homes etc become the menace to society.

With rampant housing costs whether buying or renting, high costs of living etc. The parents can't get off the merry go round that has been created.

I don't know what the answer is. Maybe it can't be solved?

I'd start with a freeze on immigration to only match replacement rate ie static population.

Let housing numbers and infrastructure catch up. Costs of housing needs to come down. That can only happen if supply is increased.

Maybe that would ease a lot of society problems.
