The more interesting question is how he got hold of the gun, well maybe not as just about anyone can buy and open carry a gun in Texas.
People will be on edge and paranoid, when you see some one carrying a gun you would have to wonder if they will start shooting people. Then you will have people pulling the guns out and possibly firing it as a paranoid reaction
