If Twiggy financed the deal he'd need $200M from his back pocket, he has mentioned to DS to go to the debt markets for a better deal, but if push comes to shove he may fund it, but no doubt it wouldn't be too cheap and him having that much skin in the game, well who knows if he will.
$200M is stuff all for him really and it would be repayed in first 3 years of the gold re-processing. 173,000 oz at $1250 = $216M. You never know that may be the deal.
