That exists here, but is limited to 000/Emergency services... continual fallback is referred to as "domestic roaming" and is the cheap option for telcos to get coverage without paying for anything... Vodafone, a global giant, tried to force TLS to do that last year so they could avoid paying for aussie infrastructure..
TLS still the best in country by a long shot so here's to a recovering SP
