Had a situation last year where a friend was driving me home in traffic and I saw a guy yank on the leash of his dog (lovely golden retriever) who was taking a poo but the poor dog obviously was struggling to do his business because he kept getting dragged so eventually the owner kicked the dog a few times. I couldn't let the pooch get abused like that so I forced my friend to pull over with the hazards on and I got out to speak to the bloke. Friend got onto the right people as I was engaging with the prick so I hope they somehow chased it up but people don't take IDs with them when they walk the dog so it's really hard to follow up when you witness this crap.
Just had a thought - there should be a "name and shame" site somewhere for foul behaviour to animals...
