Let's not be too hasty. For example it may be that Jehovah simply prefers the warmer climate of Peru. Russia can be pretty bleak at certain times of the year and who would blame Him if visits weren't as frequent and the odd atrocity or two slipped through.
In fact I wonder if it's Jehovah behind the claimed higher temperatures now "threatening" to boost food production and living conditions in all those miserable cold climate countries.
As we know He does move in mysterious ways.
