I don't think you are really addressing the original question asked.
However, considering your additions and examples, the question then becomes why would Jehovah confer a blessing on those JW preaching at the Peruvian sports event but turn a blind eye or send/allow/commission Satan to arrange torture of innocent JW wishing nothing more than to do exactly as the Peruvian JW ?
Thinking aloud and since apparently over 3/4 of the Peruvians are RC, is it possible that Jehovah has a soft spot for RC's (maybe He feels sorry for great beasts and whores etc,) and the blessing that the JW preachers thought was directed at them was just a bit of fallout under the RC general blessing "umbrella".
Possibly Jehovah is ambivalent about the religious status of Russia and so pretty much allows Satan to dabble and torture as the mood takes him ??
