Well, let's look at history
1. crisis (9/11/ "islamic radical terrorists")
2. bring in greater powers (the patriot act)
3. Crisis ends (Osama is dead?? It's 20 years later)
4. Powers remain (https://www.aclu.org/other/patriot-act-sunsets)
It's pretty common sense. Use a crisis to leverage panicked people. I'm being perhaps a little hyperbolic here with an extreme example but there are, indeed, many such examples of this occurring.
