It is very serious, but a lot of people will scan past it and not worry about it. They will never realise how the cost affects them.
Its another example of am Albanese idea not followed through. More mess to clean up.
What it means is that multi-million dollar projects are held up with everyone sitting around on high salaries waiting for some heavy equipment to arrive.
