Fundamentally the idea is a good one.
However the problem is in the implementation and for this I would put much of the blame on the quality of the 'public servants'. I quote them because I doubt they serve anyone but themselves. The pollies may make the policy but they don't implement it. The pollies failure is only in so far as they questioned the bureaucrats and believced what they were told. They needed to doubt the answers being given and so going for tougher questions to keep them honest and working.
One simple example of road regulation issues between states is car trailers. Here in Victoria a trailor under ~10 length doesn't need to be seperately registered. You just add the car rego plate to it. Even though you are supposed to be able to drive anywhere in the country if it's legal in your home state, Vics going into NSW get harassed by the police for having an unregistered trailor. Multiple these inanities across heavy haulage....
