During my time in Japan, the Japanese always praised the yanks for not bombing their cultural sites like Kyoto but through my reading if the events some cities were intentionally left intact and free from bombing for the sole purpose of being able to determine the blast radius and destructive capacity of the bomb.
Dropping one on a semi bombed city would not yield such a definitive picture.
