that does not work, they keep the paper bag and then hawk the project to others for more paper bags. I never paid a bribe, got fired once for refusing to do so, It does not have to make sense, I was waxing lyrical once to the Minister of Mines in Guinea, about development, jobs for young Guineans.
He said " Mr. R , we do not want development, we want projects, meaning projects to get said paper bags, and keep passing the project around for more paper bags. Made perfect sense to him!
