My assumptions
ANS Controlling interest 51% and substancial funding arrangement to retire SDL debt and take out certain percentage of SDL note holders ANS = SDL = funding for Cameroon operation with Cameroon government and SOE Minister of Mining resources division approvals

ALSO Noble will reduce their % share in project like they did with (Northern Mongolian rail- AKM)to make way for new funding arrangement and funding will be based on ROI of project economics and wont necessarily constitute further dilution
Consolidation of shares either 3- months prior to or 12 months post production
