IMO, your view is biased. The mistake Cameroon made I think is to have ever particpated in the ICC arbitration process. Cameroon most likely has now withdrawn as a party and declared the case is null and void.
From a PR perspective, ideally it would have looked better had the Mbalam license been issued way back preemptively and not do so after losing the appeal.
The company Cameroon Mining (I suspect it's the ANS vehicle to take control of the whole Sangha Mbalam cluster and infrastructure as a bundle) was formed way back before the ICC ruling meaning it was always the intention to do this before Ding goes to Africa to announce project commencement at the time of securing infrastructure funding.
