MAJOR u seem to have spanned the project job items to flow consecutively which in that case the port will take forever to build, however a professional project engineer will utilize critical path analysis techniques to ensure the project will flow to completion in the shortest possible time taking account all the various lead times

to my mind, many of those project job items u mention should be expedited concurrently thereby compressing the project completion date considerably.

initally there should be many basic job assumptions made and work performed with preliminary approvals to within various degrees of certainty allowed to carry forward the project.

building a port is not rocket science, its pretty basic stuff and as u say if it was in china it would no doubt be stiched up in 6 months.

if the OAKAJEE port is allowed to take 5 years to be built then every body involved should be sacked and the whole job handed over to the chinese.
