A lot of work will of course be done comtemporaneously but those steps outlined will need to be completed before the next one can be completed. For example, the nergotiations for purchasing of land, leasing etc., may have started already but it can't be completed until the other steps are completed.

I agree with you on the sour grapes but I reckon she has a better idea than most as to how long it will take.

I hope it does get completed sooner.
