Parallel with HK Government buying big chunks of the stock market during Asian crisis to boost the economy. Sold holdings a few years later for good profits. Very much win-win. Obviously there is a risk to taxpayers if companies go bust - private profits, public losses. Not for HK, but perhaps for USA.
