I belive that BRM are negotiating both with FMG and with QR with AGO as part of the NWIOA for rail access.

FMG is most advanced and they are keen to conclude something with BRM as if BRM build the spur it helps with FMGs deposit.

BRM can use the QR AGO negotiations as a back stop and to say to FMG that there is always another option if they ask for to much.

Rail is coming, so the price is an absolute bargain at these prices.
