Given this guy is a Texan, which to my mind means he is governed by US law, and he has clearly engaged in criminal tax avoidance in Australia - why don't they lay charges and seek extradition. He may well decide paying tax is worthwhile after all - and at the very least will have to sweat a while while it is battled out in the courts, and would have to avoid traveling to any commonwealth country/most of EU/Australia/NZ and many other countries for life to avoid arrest.
This float was the biggest con in years in many ways.
