    OUTBOARD ENGINES FROM JAPAN DO NOT INJURE U.S. INDUSTRY, SAYS ITC
    The United States International Trade Commission (ITC) today determined that a U.S. industry is not materially injured or threatened with material injury by reason of imports of outboard engines from Japan that the U.S. Department of Commerce has determined are sold in the United States at less than fair value.

    Vice Chairman Deanna Tanner Okun and Commissioners Marcia E. Miller, Jennifer A. Hillman, and Daniel R. Pearson voted in the negative. Chairman Stephen Koplan and Commissioner Charlotte R. Lane voted in the affirmative.

    As a result of the Commission's negative determination, no antidumping order will be issued.

    The Commission's public report Outboard Engines from Japan (Investigation No. 731-TA-1069 (Final), USITC Publication 3752, February 2005) will contain the views of the Commission and information developed during the investigation.

    Outboard Engines from Japan
    Investigation No. 731-TA-1069 (Final)

    Product Description: The products covered by this investigation are outboard engines, whether assembled or unassembled, and also powerheads therefor, whether assembled or unassembled, designed and used principally for marine propulsion of all types of light recreational and commercial boats. Outboard engines consist of a powerhead assembly, midsection assembly, and gearcase assembly. Other than powerheads, no other parts or components imported separately are included in the scope of this investigation. The subject powerheads are gasoline powered spark-ignition internal combustion engines consisting of a cylinder block, pistons, connecting rods, and a crankshaft. Excluded from the scope of the investigation are five four- stroke powerhead models: 75 horsepower (hp) carbureted, 75 hp electronic fuel injection (EFI), 90 hp carbureted, 90 hp EFI, and 115 hp EFI. The merchandise subject to this investigation is provided for in subheading 8407.21.00 of the Harmonized Tariff Schedule of the United States (HTS).
