"export if local market cannot be found" was clearly mentioned in the public statement released by LYC - you are right.
but i remember in a interview (i think with that lady) after that public statement, nick just said he will export.
even so, people tend to conveniently leave out fineprints ("if") to help their cause.
this is all confirmed by the feedback i got from the locals - that Lynas promised to export - no "if"s
