I think that could be illegal but worth a go. Another alternative perhaps is to spread fertilizer made from pig manure.( some Dynamic Lifter varieties contain pig manure as part of the mix) That may not be illegal and could achieve the same result.. Just guessing though.

What gets me about this issue is that the Bendigo council doesn't seem to be representing the people. Are they being enticed(bribed)?
